JP Mascaro & Sons is Lower Heidelberg Township’s trash and recycling hauler.

Weather permitting, please put your trash or recycling out the night before, so that it is out when they come by to pick it up.

Holidays: In weeks containing a holiday, collection of trash and recycling will take place one day later than usual. If there is a Monday holiday, then your trash will be picked up on Tuesday. If there is a Thursday holiday, then your recycling will be picked up on Friday. All collection schedules will return to normal beginning the Monday of the next week.

Trash bills are generated quarterly. Bills are always due 30 days from the bill date, and you will be assessed an automatic late fee of 10% for any bill which is paid after your due date. Residents who allow their balance to run over 90 days late will be subject to collection.

If making a payment in person, please note that the Township office is open from 9:00 a.m. to 4:00 p.m. Monday through Friday. If the office is closed, there is a convenient drop box located at the end of the sidewalk leading to the front door. During inclement weather you may use the box without leaving your car.

Billing Cycle

Bills are generated and mailed as follows:

  • January 15th = 4th Qtr Sewer, 1st Qtr Trash.
  • April 15th = 1st Qtr Sewer, 2nd Qtr Trash.
  • July 15th = 2nd Qtr Sewer, 3rd Qtr Trash.
  • Oct 15th = 3rd Qtr Sewer, 4th Qtr Trash.

You can now pay your Sewer, Trash and Recycling bill by using our online payment service. Credit cards accepted: MasterCard, Discover, American Express and Visa. A flat $5.95 transaction fee will be charged by the payment processing company for this service.

Electronic Check Payments

The Township now accepts electronic check payments using our online payment service. Payments will be charged to your checking or savings account at your bank. You will need your 9-digit routing number, as well as your account number from your personal checks (see example below). A flat $5.95 transaction fee will be charged by the payment processing company for this service.

Credit Card Payments

The Township now offers the convenience of accepting MasterCard, Discover, American Express and Visa credit cards for payment of your Sewer, Trash and Recycling bill. A flat $5.95 transaction fee will be charged by the payment processing company for this service.

Lower Heidelberg Township now offers an updated payment system that makes it easier than ever to pay your bill. Highlights of the new system include fast and simple IVR phone payments by dialing 1-866-332-4637, AutoPay, major credit and debit cards (Visa, Mastercard, Amex, and Discover), and ACH/eCheck.

TRASH PICKUP

Trash is collected every week on MONDAY unless Monday is a holiday. If Monday is a holiday, trash will be collected the following day on Tuesday. The maximum number of cans or bags of trash that you can put out is six (6).

You are allowed to put one (1) bulk item out with your trash on Mondays. Items NOT allowed: appliances/items containing Freon, electronics, car parts, oil-based paints, hazardous materials, tires, and construction materials.

Holidays observed: New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day.

BULK ITEMS COLLECTION

You are allowed to put one (1) bulk item out with your trash on Mondays. Items NOT allowed: appliances/items containing Freon, electronics, car parts, oil-based paints, hazardous materials, tires, and construction materials.

Proper Mattress and box spring disposal: Due to recent infestations of bed bugs spreading from mattresses/box springs to employees, mattresses and box springs must be bagged and sealed in plastic mattress bags before they will be collected. You can find mattress disposal bags at most major retailers and home improvement stores, such as Home Depot, Lowe’s, Walmart, Amazon.com, etc. Mattresses and box springs will not be picked up if they are not bagged.

ORGANIC YARD WASTE

Organic waste will not be collected at the curb with your Monday trash pick-up or in your recycling. Organic waste meeting the regulations of South Heidelberg Township can be taken to the South Heidelberg Township Organic Waste Site on Point Road, Wernersville, off Route 422. You must apply for access before you can take any organic waste there. Lower Heidelberg Township does not control this site or process applications for use. The exception to the above rule concerning organic waste, will be that the Township Road crew will be picking up organic waste on several specified dates. Please check Township Calendar for dates.

RECYCLING PICKUP

Recycling is collected EVERY OTHER THURSDAY. If a holiday falls during the week, recycling will be picked up that week on Friday. See Trash Calendar for acceptable items.

  • Place recyclables in your recycling bin only.
  • Make sure the bins are clearly marked “RECYCLING”
  • Do not use plastic bags

Acceptable Recycling Materials include:

  • Glass containers (clear, green or brown)
  • Steel, aluminum & bimetal cans
  • Foil and foil trays
  • Plastics #1 – #7, Plastic & plastic containers (all colors) not greater than two (2) gallons (i.e. large laundry detergent container). Plastic bottles used as containers for soda, milk and other consumable food products and for certain household cleaning products and personal care products are acceptable. Empty over the counter pill bottles (no prescription pill bottles). Lids (wider than 3″). Plastic plant pots.
  • Newspapers (including inserts: comics, ads, etc) office paper, magazines, cereal boxes, junk mail, phone books, empty paper bags, and envelopes should be placed in paper grocery bags or tied in bundles.
  • Cardboard and corrugated paper: must be flattened and cut into 2 x 2 ft. pieces and placed in paper grocery bags or tied in bundles.

COMMERCIAL TRASH & RECYCLING

Notice to all businesses, commercial, industrial, institutional, multi-family with four (4) or more units, and municipal property owners:

You are responsible to provide your own Municipal Waste collection at your own expense by means of sanitary and legal disposal of such waste in accordance with Township Ordinances 304 and 355, and all applicable Township, State and Federal laws and regulations.

IN-HOUSE TOWNSHIP RECYCLING PROGRAMS

The in-house township recycling programs listed below are not a part of the mandated recycling program, but are a Township sponsored effort to reduce land fill waste.

MEDICATION DISPOSAL (made possible by CVS). Prescription medications can be dropped off in the bright red “Medication Disposal” box located in the vestibule in the Township Office side of the building by the flag poles, 720 Brownsville Road, Sinking Spring. It is not on the POLICE side of the building. DO NOT LEAVE MEDICATION OUTSIDE OF THE RECEPTACLE OR OUTSIDE THE OFFICE DOORS. If doors are locked, please return during business hours (M-F, 8 AM-4 PM)

NEEDLE DISPOSAL Needles (sharps) that are generated at home in Pennsylvania may be placed in an empty laundry container or metal/plastic container with a lid. The container may be placed in a closed trash container (not recycling) with the regular trash.

Drugstores also sell sharps kits which contain a storage container and shipping box with label for incineration. This is not required in Pennsylvania.

  • Needles/syringes or Sharps containers

  • Aerosol cans, Inhalers
  • Chemicals

STYROFOAM: The Township is no longer accepting Styrofoam for recycling. Styrofoam can be broken into reasonable sized pieces and put in regular trash. You can also recycle Styrofoam at: DART CONTAINER, 60 E Main St, Leola, PA 17540

USED LINENS: Do you have worn out sheets, towels and blankets? Please bring your clean, used linens directly to local animal shelters to use as bathing and bedding materials. examples are, Animal Rescue League, 58 Kennel Road, Birdsboro, PA 19508 and the Humane Pennsylvania, 1801 N 11th St, Reading, PA 19604
